Cannot edit duplicated widget

I am duplicating metic widgets, so the widget is not very large. When I click on the menu button of the duplicated widget it is missing the scrollbar so I cannot select edit:

If I enlarge the widget and then close the enlargement I now get the scrollbar in the menu:
